That's usually how Tom Hardy sounds when does accents. He might be the worst actor at the moment when it comes to trying to sound different.
Anyway, this looks less like a Jeff Nichols movie and more like Ridley Scott adapting Sons of Anarchy. Probably Nichols compromising to make something more studio-friendly after Disney canceled his Alien Nation remake for being too political.
