So the PTA starts fresh every month but not the TOP 5? sorry, ever since the rules have been switched i keep getting confused.

That is correct. But the PTA for the December films still count for the December leagues (as well as the November leagues). It takes some getting used to, but that's how it is.

even if phil ochs rating does go down don't we have that new average thing in place now?

Hmm... good question. I can't remember. I'll have to ask Manuela if that "average thing" is in place or not.
